Basically, if you hired a guy who was a pot-head as a teenager....and thirty years later measured his ability to think, remember things, and act mature...this is what you get. Most of his “act” is kept going daily by the actions of six people around him, who arrange the schedule, ensure he says certain things, and talks-the-talk. I would imagine that he’s on some type of medication that helps him focus throughout the day....otherwise, he’d just be fumbling around and acting dopey all the time.
