Usually, they vote with their feet and leave. But in extreme cases like Detroit, they simply fail to pay them:

Nearly half of the owners of Detroit's 305,000 properties failed to pay their tax bills last year, exacerbating a punishing cycle of declining revenues and diminished services for a city in a financial crisis, according to a Detroit News analysis of government records.

... "Why pay taxes?" asked Fred Phillips, who owes more than $2,600 on his home on an east-side block where five owners paid 2011 taxes. "Why should I send them taxes when they aren't supplying services? It is sickening. ... Every time I see the tax bill come, I think about the times we called and nobody came."

Though there are surely many others in Detroit who feel the same way, there are more than likely quite a few who simply can't afford to pay what the city says they owe.

In a city where you can buy homes for as litle as $500; I wonder what Fred’s house is valued at?

$2,600 is my guess. Its every liberal’s wet dream to tax you at 100%. Either your income or your property value or whatever.

My property taxes, even with a homeowner’s exemption, are over 2% in Texas. But, we have no personal income taxes.

To get your house revalued in Detroit, you have to get the assessor out to examine the property. However, Detroit has a nifty scam going where you can’t get the assessor out unless there has been ‘an application approved and a completed major renovation of the property.’ IE: They only want assessments to go up, and not bother showing up to reduce it.

So you go the other way, you don’t pay your property taxes, then require the city to prove their assessment, which is what quite a few citizens are doing, if they are even contemplating bothering to pay taxes.

Coleman the communist told the people that everything would be free because he dumped piles of taxes and regulations on the business owners. When the business owners did what most would, the taxes started falling on the people and growing. They’ve even got a transportation tax imposed on cars in Detroit which drives people to register their cars outside the city. It has spurred a thriving black market where people ignore the regulations and give the various inspectors a wad of cash to make them go away.

My property taxes are partially based on road frontage that the county has all but abandoned. (We mow it)

After Hurricane Sandy, Jersey union bosses stopped non union aid from coming in and Detroit is no different in the union enforcement aspect. There are a fair number of conservatives in Detroit but they learn to keep a low profile or their water gets shut off or a city inspector shows up with a list of violations.

A lot of it goes back to LBJs 9 square miles planned community plan which was followed by full on communist Coleman Young who had followers willing to literally threaten the lives of resistors.

It didn’t help that George Romney called Saul Alinsky in to help solve the problems of Detroit.

why pay taxes??? same reason i pay them, so they don't confiscate my property at the point of a gun and kick me out...

I don’t agree with you on that, I don’t think they’re smart enough to think that way. I, personally, think it’s national via black organizations because philly is owed close to billion $$ in minority neighborhoods and some haven’t paid in over a decade. Yet, the city never has a tax sale on any of the brothers.

I think the paying of taxes goes like this nationally in minority run cities.
