(Israeli politician Yossi) Beilin: The Egyptian Army Rigged the Election

Former minister Yossi Beilin revealed in a column published in the Israel Hayom daily on Sunday that the Egyptian army rigged the results of last year’s presidential elections, in which Islamist Mohammed Morsi was declared the winner. …

The source who asked to remain anonymous told Beilin that former president Hosni Mubarak’s last prime minister, Ahmed Shafiq, won the race “by a narrow margin. But the army generals—wanting to ensure that law and order would be upheld following the elections—feared that if Morsi was defeated, the Muslim Brotherhood would refuse to recognize the results and would end up conducting themselves just as they are now.”

“The official results, 51.73% for Morsi and 48.27% for Shafiq, were almost the exact reversal of what actually happened at the polls,” wrote Beilin. …

NB: Beilin is not the first to write about this. However, the initial rumour did not point to the Egyptian army as the prime mover, but......you'll be so surprised.....the Obama administration:

People who can do simple math will discover that less than 15 percent of the population voted “yes” on that referendum. But that’s not the entire story.

According to documents discovered after the recent June 30th Revolution, Morsi actually lost the election by more than 200,000 votes. But the American ambassador in Cairo, Anne Patterson, who was carrying the wishes of her bosses in Washington, pressured the military counsel (English Translation) to declare Morsi the winner. The reason? To avoid bloodshed.

The original source is the Egyptian analyst and writer Tarek Haggy. A year previously (June 2, 2012) Haggy wrote an essay where he was somewhat more careful (but that was of course prior to the coup):

Although there were rumors that Ahmed Shafeeq won more votes, the SCAF chose to announce Morsy's victory, probably to avoid consequences similar to what happened in Algeria slightly more than 20 years ago, when a civil war broke out after the Algerian president cancelled the results of the parliamentary elections when they seemed to be overwhelmingly in favour of the Islamists. It is rumored that in case Ahmed Shafeeq were to be announced as victorious, a violence would have exploded all over Egypt.

In the recent article Michael Youssof quotes a piece by Haggy. It is not a direct translation and the original is probably written in Arabic, so I cannot find it - in other words take it with a pinch of salt until the purported original author stands by it. However, I have posted word document below this post. It contains a few interesting points.

Tarek Haggy, a strategic thinker and analyst, expressed his hopes that the recent developments in Egypt would turn to be the way everyone who loves to see a civilian Egypt wants. May the stinking, dark nightmare that was in power for a year disappear. This was the first comment from Tarek Haggy on the fall of the Muslim Brotherhood by a huge revolution protected by the Egyptian army.

In his explanation of the situation after the presidential election back in July 2012, "Haggy" revealed a shocking secret. "In a meeting back then with the second man in the American Embassy in Cairo in which Ambassador Anne Patterson was present, she surprised everyone by saying that she already knew that Ahmed Shafiq got votes more than Mursi, but she and President Obama’s administration chose to declare Mursi the winner to avoid bloodshed in Egypt because the Muslim Brotherhood will not accept but a president from among their group!

"A month ago I sent this information to all the congress members.” Haggy continued. “Now I am urging the republicans to hold a hearing under the oath in which I can come to confront the ambassador and her deputy so the world would know that Mursi was never a legitimate president to Egypt."

Haggy concluded by saying, "Once again, I hope the developments of events would allow me to congratulate you for the vanishing of the nightmare, meaning the Muslim Brotherhood, which represented by a handful of criminals who ruled Egypt for 365 days. Egypt was insulted by a ruler called Mursi; an insult which is the biggest in its recent history."

The translation (bing.com/translator) appears to be correct, though Mr Heggy is still only quoted in second hand - not his original writing.
