WASHINGTON (AP) A DHS employee operates a racist website predicting and advocating a race war. Ayo Kimathi, acquisitions officer for ICE, operates War on the Horizon, which includes descriptions of an "unavoidable, inevitable clash with the white race." Kimathi is black. describes the group as "a Haitianist organization created for the purpose of preparing black people worldwide for an unavoidable, inevitable clash with the white race.....Many of the postings are signed with the phrase, "We'll see you on the battlefield."
The website has since been taken, but the Facebook page is still active (linked at NY Post web site)..... it was not immediately clear whether they cross the legal threshold into unprotected hate speech...the posts may not violate DHS policies if Kimathi does not curate the website at work or espouse these ideologies in govt offices.
According to the ICE acquisitions website, Kimathi is a small business specialist responsible for purchasing handcuffs, guns and other l/e equipment and services.
The Southern Poverty Law Center, which monitors hate groups, first reported on Kimathi on Wednesday.

I'm thinking of a far simpler scenario:
"Smallguy Enterprises" gets a contract to supply guns with certain accessories to DHS.Using the DHS contract paperwork for authorization, they get the guns and accessories shipped to their location, and forward the accessorized guns to DHS.
Nobody notices until well after the fact, that N guns were ordered from suppliers, and "N minus X" delivered to DHS.
A followup visit to the address of "Smallguy Enterprises" finds them having operated out of a foreclosed home they were squatting in, and nobody knows where they went.
