I'm guessing the prosecutor took 15 months to file, because I am betting it took the grand jury 15 seconds to come to their decision.

No, this happened today. The original incident happened in June 2012. All legal issues reulting from it were not resolved instantaneously. This article was published today.

It took this long to get a Grand Jury/ DA decision, in Texas? I would have bet $5 it would have been a 30-day process. Is he liable to any civil suits? Hope he’s clear and his daughter is healing from the terrible experience. Also hope the rapist scum rots in hell.
