U.S. Secretary of State John Kerry will sign the Arms Trade Treaty regulating the international trade in conventional arms,

The diplomats said Kerry would sign the treaty on Wednesday

On April 2, the U.N. General Assembly adopted the treaty by a vote of 154 for, including the United States...The no votes were cast by Iran, North Korea and Syria,

Yes, I agree that those were the rules in the Old America. But we are in Transformed America now, and it remains to be seen what the new rules are. And who will enforce them.

The latter is the main point, it does not look like anyone is interested in enforcing the old rules.

May we assume this will require Senate ratification, or is that a mere formality not germane to the Era of Unfettered Executive Power?

Will I be required to register my Japanese souvenir (deer hunting) rifle with the UN?

2/3 rds of congress does not need to ratify this. 2/3 of those Senators present need to ratify (see my #8), according to the Constitution.

The Constitution does not mention a quorum at all, just that 2/3 of Senators present.

What the administration will say is that they’ll act as if under it until the Senate confirms or denies it. Then they won’t push for the Senate to take it up, since the Senate is in democrat hands.

Then, they will act contrary to it when it suits their purposes, such as sending arms to Syrian rebels.
