The House on Saturday night approved a rule that governs debate and votes on a Republican plan to fund the government.
The GOP plan also delays ObamaCare for a year and eliminate ObamaCare's medical device tax.
Members voted 231-191 in favor of the rule, which sets out several steps for considering the continuing resolution and the two Republican amendments. Two Democrats voted with Republicans in favor of the rule.
The rule calls for an hour of debate on a motion to accept the Senate-passed spending bill along with the two amendments. One amendment delays ObamaCare for a year, the other eliminates the 2.3 percent medical device tax that was imposed under ObamaCare.
After the debate, members will vote on the two amendments. Assuming they both pass, the House will not have to hold a final vote on resolution again — instead, it will have been passed and sent back to the Senate by virtue of passing the two amendments.
The rule also calls for 40 minutes of debate — and a separate vote — on H.R. 3210. That bill would ensure continued funding for the military and related civilian personnel and contractors in the event of a government shutdown.
Debate on the rule grew testy as Republicans continued to cast their amendments as language that would help avoid a government shutdown, while Democrats said it would do exactly the opposite.
"The legislation before us today will ensure that a shutdown does not happen," said House Rules Committee Chairman Pete Sessions (R-Texas).
Several Democrats reiterated that Sessions is wrong because the Senate won't have time to consider the House changes before the end of the fiscal year on September 30.
"Let me be clear: A vote for this rule and a vote for this bill are affirmative votes for a government shutdown, because everyone knows there will be no adequate time for any more ping-ponging," Rep. Louise Slaughter (D-N.Y.) said.
Reps. Eliot Engel (D-N.Y.) drew loud boos from Republicans on the floor when he charged Republicans were shutting down the government after speaking beyond his allotted time. Rep. Donna Edwards (D-Md.) also drew grumbles from the GOP after claiming repeatedly that Republicans were shutting down the government. Just before the vote, Speaker John Boehner (R-Ohio) called the entire Republican conference into a brief meeting in the Capitol basement to explain why it took so long to get the amendments and the bill to the House floor.
Members leaving the conclave said he told them that after discussions between the parliamentarians of the two chambers, the Senate would only have to vote once on the new package, rather than on each amendment separately, as they originally believed. That should make it easier for the Senate to reject both amendments — initially, Republicans were hoping for separate votes in the hopes that the Senate would have to keep the medical device tax language intact.
Boehner did not discuss what the House would do if the Senate rejected the amended spending bill, as Democratic leaders have vowed to do.
"We're going to wait to see what they do," Rep. Charles Boustany (R-La.) said after the meeting.

I can’t see any other reason to delay it. what that means however, is that they’re all in cahoots just to hang onto power.
well hooray for them, all I have to say is there are a lot of people in this country who are not going to take to kindly to either their elderly parents not being able to heat their homes or their kids not having enough to eat.
I hope those jerks have thought it through.
I favor the delay approach. My first choice is repeal. My second is defunding. My third is delay. I’ve read a lot of the arguments on FR over the past few hours and I think it’s the way of least harm at this point.
There is what you want and what you can get. The Senate effectively killed the defund option. The House has already decided that it isn’t going to defend that patch of ground, so why belabor it? The question is whether delay is acceptable as opposed to full implementation?
I understand the sentiments expressed to just let the act go into law and let the ‘rats own it. Understood, but it overlooks the real harm that will come to Americans if it does go into effect. I agree that in war there are times when the “best” choice amongst bad choices is to call in artillery on your own position. This is not one of those times. There are other options on the table.
What ultimately convinced me to come in favor of delay is a detail that has been talked about a bit but not so much: the situation with the computer software. It’s just not ready. And that has the potential to cause a complete meltdown. Yes, it would be gratifying to watch the ‘rat’s beloved mcconnelcare crash and burn in a sadistic sort of way, but don’t forget that real Americans would be harmed as a result. If our best argument for conservatism is that we’ll harm Americans less, but we’re still OK with harming them, then I think we’ve already lost.
Second, delay allows us time to make our arguments and continue the steady drip, drip, drip of negative information coming out about mcconnelcare. One thing that we have now that we didn’t have even a month ago is the costs of coverage under the exchanges. We have the real data. Not conjecture: this is what mcconnelcare is going to cost YOU. That will allow for websites like www.seehowbadACAis.com Don’t underestimate the value of sticker shock. Also, if worse does come to worst a year from now, we will have had time to educate people on the ramifications of noncompliance.
Also, there is some PR value to be had in having stood back from the initial position of defund. Our side has given some. The other side is refusing to even negotiate. While we shouldn’t expect anything but propaganda from the MSM, the truth has a way of getting out.
I don’t trust Speaker Boehner to stand firm on anything. But simply because he hasn’t the last 50 times doesn’t necessarily mean that he won’t shock us and do it this time. And I did notice the information coming to light that the gop conference is pretty happy with this. That includes some fairly good conservatives that are not in a mood to agree with much of anything. I understand it isn’t much, but you fight with the Army you have, not the one you wish you had.
Finally, I think that digging in on delay will cause some defections on the other side. Joe Manchin being the first, but I think there will be others. The other side is evil, but they aren’t completely stupid. They know this isn’t ready for prime time and I’d bet they’re not all that keen on being left holding the bag if it collapses in a heap. Dingy Hairy can talk the talk, but I doubt that he’ll be able to keep all of his members in line if the House digs in it’s heels on a one year delay.
Pass A BUDGET and make Hairy eat it.

Most of the 47 % riding in the “free” wagon seek out slavery, and lack of personal choice.
They thus feel safe.

5.) The power of voluntary choice: freedom from necessity.
6.) Individual Liberty: Freedom from restraint in the performance of rights outside of government control.
Most people who are getting a free ride in the wagon where 47 % pay no personal Federal Income Taxes, are terrified of making a voluntary choice.
The 47 % would prefer that they be under government control where the choices are made for him.
All of this societal wussiness has made it very easy for B. Hussein Obama, aka Barry Soetoro, to advance his narrow ideological agenda of Marxism in spite of PC, Doormat Republican “opposition.”
BTW, unlike taxes, Federal Obama ‘care’ Insurance charges can be increased EVERY YEAR to whatever % the present and future arrogant leaders of Obamanation wants.
BTW, BTW, the free-loading 47 % will always vote for the Candidate for POTUS approved by Obamanation.

LOL. Do you really think the Senate will approve it and Obama sign it? The GOP knows that it is a non-starter, but it will bring home to the public that the coming individual mandate is owned by the Dems and that they had an opportunity to stop it and didn't.
The reality is that it is not going to be delayed. Obama will not sign any bill delaying the implementation of Obamacare. He has said so just recently. His ego is too large to back down from his signature piece of legislation. And it will never get out of the Senate any way.
All House Dems have vowed to vote against it, even Pelosi.
