Let's not get excited, everybody. This dry ice bomb problem is easily remedied. One, the government should put up huge signs that say "No Dry Ice Permitted." That will stop anyone from bringing dry ice into the area.
Two, the government should establish an agency to restrict the manufacture, distribution, and purchase of dry ice. Give this agency arrest powers. And a SWAT team. And the authority to shoot suspicious dogs.
Simple, no?
