This headline makes no sense. Who is Mr. Assault and why must he be taken out of the chain of command?
And on an unrelated note, if your last name is Assault, why would you name your baby Sexual? It is just wrong on so many levels.
Possibly because the military under the pro-homo president does not pursue prosecution of homo rape as aggressively as hetero rape?
Whatever it is, I trust that en Cruz finds it protective toward the integrity of the military.

This is a mechanism to purge the military leadership, based on political correctness. Just like they tried on Clarence Thomas - this is a standard playbook technique being expanded downticket with a new standing infrastructure to continually purge and silence traditionalists.
They are setting up a system designed for political abuse. Young military attorneys are already being assigned to new positions dedicated to sexual harrassment - they will be evaluated/promoted based on how they perform their new mission (e.g. scalps taken).
By removing judgement from the chain of command, political hacks can be assigned to these positions (like equal opportunity officers, or embedded commisars).
Loyalists can be granted sinecure in these new job positions, and reactionary/counter-revolutionary types can be purged and cowed. A few heads on poles will silence many mouths.
They can use this infrastructure as a go to resource for damning statistics to stir up gender division at each election cycle, and to systematically degrade the favorability of the military, like they did to the Catholic Church (priests are statistically less likely than the general public or public school teachers to engage in sexual misconduct with minors, and when it does occur the majority is heterosexual behavior with high school aged girls, contrary to the narrative they promote).
The beauty of “sexual harrassment” is that it is purely a a subjective case of he said/she said. A party hack can be rolled out on anyone at anytime, like they did to Clarence Thomas.
Cruz is probably being getting snookered, because he is probably not familiar with this method of leftist abuse, and thinks of it as a check/balance on potential abuse by commanders, rather than the left building another permanent political weapon at taxpayer expense.
Although this is a good idea...not sure if you can take just one offense out of the jurisdiction of commanding officers under Uniform Code of Military Justice. Being former Army JAG, not sure if this law would withstand legal challenge.

There is no force currently in the world to defeat our military but the traitors within who are dismantling it piece by piece.
K. Gillibrand is pushing a bill that will remove the chain of command from sexual assault cases in the military. The Pentagon opposes, along with a lot of lawmakers. Two high-profile GOP senators backing her is a big pick-up.

This is another example of the problem with electing political leaders who have never served. I'm hopeful this legislation is not going anywhere.
Superb summary, thanks..I only wish you had taken it to its ultimate conclusion. This will destroy the chain of command. Any subordinate only has to make the charge, however unfounded, and the defendant’s career is effectively over..Assume you have general officer charged with sexual harassment by a captain...and the charge is bogus...do you leave the defendant in place while it’s being investigated? The potential for abuse is limitless.
If anybody is interested in the topic,, since long before Obama, it has been believed by many that the military (command) allows many rapes to go unpunished.
maybe because any commander who does not act aggressively on any accusation, no matter how flimsy, is subject to being replaced, fired or worse
the administration is pressuring them to prosecute for sexual accusations
this is placing commanders in an untenable situation
In the warped world of political correctness, telling a dirty joke within earshot of a hypersensitive woman, or homosexual, or both constitutes sexual assault.
