I would think that a decision to purchase a new car is more discretionary for most people than a decision to purchase health insurance. Also more fickle and likely to be abandoned.
I am sure it is much lower. These figures include people who put a plan in their shopping basket, but proceeded no further. The actual number of real enrollees who got thru to the insurance companies hasn't been divulged to my knowledge.

In my state each Medicaid enrollee costs just under $5,000/yr. This is the "premium" that the state (partially with federal money) pays each of two companies who provide the insurance.

But the damage has been done. Most folks who have employeer provided HC have had it decimated or seen thier portion of premiums go up.
