I moved to texas from california ...in texas natural gas is about the same (figure some extra for a colder winter ) but electric is more on account of summer AC.
Water cost can be offset by using rain barrels....
In my city, if you use your house water supply to water your yard they assume it all goes down the sewer and there is a sewage charge.... they peg the sewer charge equal to the water usage . So if I use rain barrels to water the garden, there is no meter to measure and thus no matching charge for sewage. :D

the unions dolts?..yep...I blame them but I also blame Charles Hurowitz who sold every asset and bankrupted the company, resulting in a large number of people...salaried and union.. my husband included...in losing their pensions and their medical benefits at retirement...which meant that you could have put in 27 yrs there like my husband and come out of it with a pitiful Pension board pension and no medical, but with the right to buy cobra for $1000 a month..
I do not wish bad things on my state, but the whole budget shennagans count on Boeing and its workers and won’t it be sad if they have to have enough special session to raise more taxes?.....or lay off teachers, something that I really don’t believe actually happens....

I live in Nashville and someone would have to hand me a 7-figure check to get me to move. The property values on Music Row are skyrocketing, along with much of the rest of the city. If you include the six counties that border Davidson county and call all of it Nashville/Middle Tennessee, the explosive growth has resulted in 65%-70% of this area being less than twenty years old.
