I don't believe this at all. Saliva tests are not generally recognised tests for substance impairment. This was an effort to collect DNA samples for a database, straight up.

We use saliva alcohol tests to screen for alcohol all the time. If they’re negative there is no need to further test.

I would have refused, and then sued afterwards if my license was taken away. You’re correct. DNA data base and massive invasion of privacy. The test they ostensibly were looking at was for alcohol - you don’t need saliva and blood for that.
