It's people who put stuff in their shopping cart. Amazon would never call it a sale until you get a sale. And they don't know how many have made the sale. And that's because what they call euphemistically, the back-end, which is the cash register of the whole system, is not working.
The idea that you have to hand-match people who paid a premium with the insurers isn't 20th century technology, it is 19th century technology. An insurer has to find the person, call them up, go overall of the details on the form and then adjust them, which of course is impossible to do in any substantial number.
The administration speaks about having had 3 1/3 million signed up by the end of December. They are 3 million short as of now. There is no way it is conceivable that they could sign up that number and even if they did it is not conceivable that the insurers could hand-match the information. I think all of this is to assuage Democrats to give them something to hang their hats on and pretend everything is okay on the recess, but the beginning of January is going to be a train wreck for them.

Just think - GM would never have suffered financial problems if every person walking into a GM dealership LOOKING at cars was counted as a buyer!!!
Good thing our government doesn’t run the auto industry! We found out yesterday, they are pretty bad at it but then they say they never intended to make a profit on the sale of GM shares anyway. Of course, they didn’t. It wouldn’t have dawned on them.
Cant Obama say that GWB passed Obamacare and he was against it?
January will be bad, but they may muddle through with the “its only 5% affected by the change” mantra, and fine tune the subsidies. But, if the cork’s really gonna blow, it may happen in the fall, when the employer mandate kicks in, and tens of millions are kicked out of their existing arrangements.
On the other hand, I had the thought that the worst might be right now, when the premium disparities between the young and the Medicare enrollees are at their greatest. I think most of the drones are signing up right now, and the percentage of non-payers might be lower in the fall. The large majority of the Medicaid population was just plain uninsured, so they got picked up in the first wave. By next year, the percentage of workers will be higher, so the sticker shock might be lessened.
But, the disruptions might be enough to blow it up. Here’s hoping.

Boy insurance law is interesting in this arena, FR-er insurance pro's help me...
* When a potential client signs a contract, they are "captive" I think is the right term.
* It is a bit of a dance from here...
* they paid a check with intent, but until the policy is ok'd @ the national level, ( health checks etc, at least for life insurance ) you don't have coverage until they say so.
This is where this system is so screwed up, who and where are the premiums going too, is uncle Sam the mediator, and if the software is so fubar'd and the subsidy doesn't get to them or you who is not keeping their end of this "contract"...
Oh wait, after the GM bankruptcy and the Sibilius Mandate, who cares about contracts! What was I thinking, let's make it up as we go!
