Sir, regarding your post #13, the best way to learn how to spell correctly is to read published authors and note how they spell words. Also, although I heartily despise the big newspapers and television networks, you will find that, by and large, their writers spell words correctly.

IRS has already announced that they will not be accepting any returns until at least Jan 28, and maybe Feb 4, as they work to get 2013 tax forms completed.
Add in two - three weeks waiting for the return, and lots of low info voters that don't pay any taxes will not get their refunds until late Feb.

Boy insurance law is interesting in this arena, FR-er insurance pro's help me... The heart of it is "offer and acceptance". The prospective insured gives their information for the underwriters to make a determination of their risk. If acceptable, the insurance company makes an OFFER of a particular coverage. If, within a period of time, the prospective insured responds with ACCEPTANCE of that offer in the form of a premium payment the contract is fulfilled and the coverage is in force.
