I never thought 7 million would be enough to spread the risk of all the mandatory services in an O care approved plan anyway, regardless of the hope of getting 50% young people in it. I doubt anyone with any actuary knowledge did either. This “plan” was foisted on the public with no hope of succeedingby a bunch of power crazy elites who only think of how to get more power. Might as well require each district to provide 2 Tributes for the Hunger Games. At least that way only a few will die.
