How discipline is doled out in the classroom now will be under much closer scrutiny by the federal government, but some analysts say the Obama administration’s efforts ultimately may backfire and could lead to de facto racial quotas in American schools.
The Education Department and the Justice Department on Wednesday issued new “guidance” to ensure minority students aren’t punished through suspension, expulsion or other means more than their white peers. The administration cited legal authority under Titles IV and VI in offering detailed rules for how school districts can administer discipline.
It’s part of a larger effort — backed by teachers unions, civil rights advocacy groups and other organizations — to combat the “school-to-prison pipeline,” in which minority students are disproportionately kicked out of school and subsequently end up in the criminal justice system.
But within its guidance, most of which is not controversial and merely reinforces existing nondiscrimination laws, the administration also declares that schools’ disciplinary policies cannot have a “disparate impact” on one particular group.
In plain terms, it means district rules, guidelines and enforcement cannot result in the punishment of more black students than white students for the same offense, for example.
With that in mind, school leaders surely will keep a close eye on whether the same number of children from given racial groups are disciplined in equal number and equal measure for the same behavior.
“You have to make certain that your school discipline cases match those percentages. If you don’t, you’ll have the feds on your doorstep,” said Joshua Dunn, a political science professor at the University of Colorado and director of the university’s Center for Legal Studies. “If they actually do enforce these guidelines, there will be unintended consequences. This creates some rather destructive incentives. I don’t think there’s any way around that.”

Disparate impact is another black militant code word for avoiding justice. If blacks commit a certain type of crime more than whites it is racist to prosecute them for it. For example if almost all drive-by shootings are committed by blacks, it is racist to have strict laws against drive-bys because such laws will mostly be used to prosecute blacks.
I can see a whole lot of hate being built up here if this truly what is going to be done.
Perhaps I should quit saying this, but here I go again. I am going to point out that this is another example of pushing the envelope on making us, the citizens of this country, afraid... Afraid to complain, afraid of the ‘other’, in this case the blacks. Afraid to defend ourselves because we will be treated as the criminal not the one who assaulted us.
Now ‘they’ are going after our children in the school systems. You know... those super-safe places with the barb wire topped fences and guards with metal scanners at the entrances. The ones that have become preferred targets because they are ‘defense free’ zones.
How long will it be before a parent or a grand-parent ‘snaps’ and takes retribution into their own hands? Who knows, but I believe that is the goal here. Then more crackdowns on the citizens, more taxes to pay for the crackdowns.
How soon until we become the United States: Land of the national prison system. Aka the Federal and State governments of the several states instead of America, Land of proud, land of the free.

Inaccurate. There is little difference in the physical size of human brains by ethnic group, and very little evidence of a correlation between physical brain size and intelligence. For instance, the male brain is on average significantly larger than the female brain, yet average IQ is identical.
Certain ethnic groups do, however, appear to have average functionality (IQ) about 85% that of others.

If we somehow are unable to detect a single handgun offense by white boys (including, but not limited to, verbal threats, finger gestures, drawings or actual possession of firearms on or near school grounds) then, consistent with the FedGov guidelines above, we should not seek to detect handgun offenses in any form by non-white boys.
Discipline unless it is verbal is done in the principals office so as not to EMBARRASS the dumb but.
When I went to school, the teacher stood you up in front of the class and you got your swats there, to send a message to other dumb butts in the classroom thinking about misbehaving.
And if you are talking about inner city schools, the rate is going to be 85-90% black to white ratio, add in the hispanics and you have another game changer. Not many whites in inner city schools left.
The Black Master Race is in control.
We have nothing to fear if we follow the rules, work hard, and pay reparations as ordered.

Maybe it’s time for all teachers in public schools to go Galt. Let the worst black kids run wilder than they do now. The parents of the good kids should then boycott the schools as a group and demand discipline based on facts, not race.
