As head of the Justice Department, Obama can choose to ignore some laws. He cannot, however, impose new ones. Even liberal justices will not convict someone for a law that was not passed by congress. Obama may think he can control the bureaucracy, but he doesn't control the people. His boasting is ignorant bluster. All he can do with his pen and phone is bluster some more. He's just a timid juvenile. With all of the powers he has at his command, he can't even get a web site to work.
