Do the fake cities appear like aggregated tiny, rectangular cement-and-cinder block Middle Eastern buildings, or like the typical American ones?
If it is the latter, be afraid.

They erected a mock church building?. . They deem it a necessary structure for defense training??!! WTF?!!

But it's worse. Go to the video @ 1:18, the shot of the subway cars and compare it with this shot of a Washington DC 'Metro' Orange Line car (note the logos on each):
This impresses me as more classroom/demo than tactical training. The buildings do not seem to be designed for tac ops and are widely spaced apart.

Odd, no mention of the church that seemed to be front and center. That’s a steeple, not a minaret.
Otherwise, it seems that the biggest product of this facility will be buzzwords, like “Enhancing the proactive leadership paradigm in non-linear quality chaos”, yep, right out of Dilbert.
Sending millions to re-education camps will take a lot of organization and hard work.
