That's the meaning of the Hebrew word רָצַח
(transliterated and pronounced ratsach.)

The Strong's Concordance number of the word is 7523. In this form, it is the Hebrew qal tense, a simple past tense that describes a completed action--You shall not (ever) murder. I'm not an expert in Biblical Hebrew, but this is the essence of it.
