A chastened Rep. Darrell Issa says he has apologized to a fellow senior lawmaker for abruptly cutting off his microphone during a hearing Wednesday before the House Oversight and Government Reform Committee.
Issa, R-Vista, said he made a personal apology on Thursday to the man he silenced, Rep. Elijah Cummings, D-Md.
“Mr. Cummings is a member of Congress who works very hard for his constituents,” he said.

I live in Vista and I’m embarrassed that he is so thin skinned.

Here's the meat of the apology from Issa:
“I could have offered to reopen the hearing and allowed him to make a second statement,” he said. “As chairman, I should have been much more sensitive to the mood of what was going on, and I take responsibility.”
While no House or committee rules were broken, Issa said it’s his responsibility when a committee member is upset.
In other words, "I'm sorry that I was having such a bad day and was so frustrated and angry by the Lerner scam perpetrated on us yet again, that I forgot for a minute that I'm a Republican, and I let my behavior sink so low that it almost sank to the level of the very best-behaved Democrats. We Republicans are better than that. We can afford to gavel open a closed meeting for another 10 minutes so that a democRAT bomb-thrower can rant and rave under cover of a Lie that he's just trying to ask a procedural question. Of course they never bend over backwards for us like that, but their very nature makes them incapable of doing that."

Yes, Boehner is the puppet master behind everything, the lobbyist money, the committee assignments, the failure to enforce or appoint a special prosecutor.
There is a chain of command in the republican House and Boehner is at the head.
Issa apologized because he knows Boehner will come after him on it.
Issa will not throw Lerner in the Congressional jail because he knows Boehner will not allow it.
Boehner himself appears compromised either by powerful financiers and their power brokers on K Street, or Obama’s people and their Chicago Way tactics.
Someone knows who controls Boehner and so far they are not telling.
