It obviously needs to e enough to get everyone into higher than the minimum income tax brackets. That would be about $25 to $30 per hour. Just think about how much revenue that would bring to Obama.

A family cannot live decently on less than 70k per yer without subsidies. So we should start at 35/hr. But wait, due to Obummercare, minimum wage jobs will only be part time for less than 30hrs per week. To make up for that the minimum wage should be $48.50 per hour. But now a minimum wage worker will make too much for Obummercare subsidies, therefore we need to add an additional amount, this will bring the reasonable and fair minimum wage to $60/hour.
Therefore the answer is $60/hour for the minimum wage. /s
