Democrats and Republicans alike say the 113th Congress is shaping up to be the worst ever.
Veteran lawmakers are used to partisanship and stalemate, but they say Capitol Hill has sunk to a new dysfunctional low.
Congress has in some ways already closed for business until after the mid-term election. Any laws made between now and November will be minor.
President Obamas year of action has started slowly and could end up as a punchline. Congressional approval ratings have hit all-time lows.
The relationships between congressional Republicans and Obama as well as between Democratic and GOP leaders on Capitol Hill lack the indispensable element of trust.
The most memorable action taken by this Congress was last years shutdown.
It is not that passing lots of laws necessarily makes a good Congress, and many people would argue that the opposite is true. But even measures that both parties leaders want to get done, such as immigration reform, tax reform and transportation legislation have scant chance of reaching Obamas desk.
House Democrats and Senate Republicans are both using this inaction to persuade voters to give them control of their respective chambers.

And created by sending donations to the RINOs he knew would keep him in power and tilting the electronic voting machines in their favor...seriously there needs to be an investigation on the whole electronic voting process and the auditing process...
If they've been stymied from putting the above garbage on the backs of America, then something's far better about them than the ObamaCare Congress....so they ain't close to being that bad.
And unfortunately so do Americans get the Congress they elected.
This is BAD, but the worst had to be either the LBJ era or from 2006-2010. Remember Cap and Trade, Obamacare, and the like which passed. 92-94 was bad too. NAFTA, GATT, and gun grabs.

Given that control of the U.S. mail is one of the few aspects of intrastate commerse that the states have delegated to Congress, via the Constitution, the specific power to regulate, the article's critique of Congress is based on false expectiations as to why the Founding States established Congress in the first place.

Yes, Congress is closed for business in certain aspects. But the idea of Congress being closed in certain ways actually reflects the role that the Founders had expected Congress to play in our lives, the states uniquely having the constitutional authority to address citizen's concerns about everyday living.
The problem is that Congress keeps on taxing us anyway, taxing us for services which it has no constitutional authority to address.

In the general sense we need to reject the perjorative terms of “sunk” and “dysfunctional” as they tend to be applied, because they way they tend to be applied is in some universal sense that Congress “is supposed to” complete certain reigning poltical agendas that are in vogue, when in fact it is NOT and has not always been in the national interest to do do. There are times when “stalement” has not been “worse” than some so-called “accomplishment” of Congress.
