Reid and Obama wanted to use aid to Ukraine as a vehicle to add their desired IMF reforms (giving more power to international organizations, on the US dime). Cruz said he would object to the unanimous consent was organizing a filibuster.
Reid called for cloture, and to undermine Cruz’s efforts, McConnell helped Reid by whipping votes and cloture was achieved by a wide margin. They were attempting to put pressure on the House. But the House wasn’t having it and Reid was forced to remove the IMF language from the bill.
Had Cruz not staged a fight, it would have fully passed the senate with the help of McConnell and his goons, and all pressure would have been brought to bear on the House.
Cruz was the victor and the schemes of Reid, Obama and McConnell (the three seem to be continually allied) were thwarted.
