US President Barack Obama has urged Russia to "move back its troops" on Ukraine's border and lower tensions.
Russia is believed to have massed a force of several thousand troops close to Ukraine's eastern frontier.
Mr Obama told CBS News it may "be an effort to intimidate Ukraine, or it may be that [Russia has] additional plans."
Meanwhile, a Russian security official has said intelligence measures are being stepped up to counter Western threats to Moscow's influence.
Russia annexed the Crimea peninsula from Ukraine after voters in the region backed the move in a 16 March referendum. But both actions were condemned as illegal on Thursday by the UN General Assembly.
Fears are growing that other parts of Ukraine with large ethnic Russian populations could also be of interest to Moscow.
'US hysteria' Federal Security Service (FSB) deputy head Alexander Malevany said Russia was facing "a sharp increase in external threats to the state".
"The lawful desire of the peoples of Crimea and eastern Ukrainian regions is causing hysteria in the United States and its allies," he was quoted as saying by Interfax.
Mr Malevany said Moscow was taking "offensive intelligence measures" to counter Western efforts to "weaken Russian influence in a region that is of vital importance".

He gets Ukraine either way, but by waiting, he may also get Eastern Europe, who will be too scared to challenge Russia in the future, with the U.S. having proved itself a paper tiger.
Hell, if I were Putin given Obama’s empty threats, I station troops in the Aleutians ready to take Alaska back.
Since this whole situation is one that obama created, obama’s words mean nothing since obama said he was flexible. When stupid people like obama say something he should at least attempt to think and be intelligent before speaking but for obama that would mean he would have to have the ability to think which is a trait obama does not have. Go sit down somewhere obama and be quiet before you create more trouble, please. This planet does not need a World War of your making!!!

Seriously. WHAT, EXACTLY, are you going to do if Putin DOESN’T order his troops to be pulled back? Are you going to tell him, “STOP, or I shall tell you to STOP again” like the old Monty Python routine? That might be entertaining, but it is hardly a wise or well thought-out policy.
We have no significant military forces in the area, the Soviets, errr, Russians have phenomenol nearby numerical superiority;
We have no substantial reserves of forces to send into the area and, if we did, they’d have to transit a gauntlet of Russian air, naval and land forces just to get there, let alone do anything about dislodging tens of thousands of dug-in Russians from positions hundreds of miles from the Crimean Peninsula;
This is a VITAL area for Russia and it isn’t at all vital to us.
Our nation is very tired of fighting pointless ground wars (you, yourself being a pretty constant (and annoying) reminder of that in 2007 and 2008); and (last but certainly not least)
Russia has several thousand nukes.
