WASHINGTON (AP) -- A Russian fighter jet made multiple, close-range passes near an American warship in the Black Sea for more than 90 minutes Saturday amid escalating tensions in the region, U.S. military officials said Monday.
In the first public account of the incident, the officials said the Russian Fencer made 12 passes, and flew within 1,000 yards of the USS Donald Cook, a Navy destroyer, at about 500 feet above sea level.
The U.S. warship issued several radio queries and warnings using international emergency circuits, but the Russian aircraft did not respond.

I believe that our aircraft respond when queried on the appropriate channels, because, hey, that’s generally how we operate.
Of course, I don’t want to rule out stupidity and incompetence on the part of the Russians, but it seems equally likely as provocation.

I imagine if a Russian tin can were to be cruising off the coast of San Diego there would be a number of curious aviators out of North Island and Miramar coming out to say “howdy do”. Yes, the Black Sea is international waters, but that doesn’t mean a USN warship is going to be a welcome sight there.

Don’t think for a second that if a Russian ship were to park anywhere near our coast that our Air Force or Navy wouldn’t do the same. We would probably be waiting on it.

A little off-topic, but not really: the other day, victims of the first `Allahu Akbar’ Ft. Hood shooter asked for a meeting with Not Present, but Hussein declined citing pressing matters: fundraisers, golf, persecuting Americans.
And after a second shooting, Ft. Hood remains a “No guns” zone.
