Frank Phillips, a Knox County Sheriffs officer, was fired Sunday night after a series of pictures taken by photographer John Messner were published in the Daily Mail in Britain. They showed an officer identified by the Sheriffs Office as Phillips grabbing 21-year-old college student Jarod Dotson around the neck and squeezing him until he fell to his knees.

Which makes choking an unresisting person in handcuffs okay, right?
That’s proper ethics and behavior?
Sheriffs have to run for reelection, chiefs of police don’t. I would attribute the quick action partially to this fact.
What??? No mug shot of the arrested in the media or posted? Hum wonder why? Anybody gonna search for it.
