Controversial legislation intended to help ex-convicts find jobs is headed to Mayor Stephanie Rawlings-Blake for her expected signature after the City Council gave the measure final approval Monday.
The "Ban the Box" bill will force Baltimore employers to wait to ask about a job candidate's criminal history until a conditional offer has been extended. The bill passed despite an intense lobbying effort from business leaders, who said they should have the right to vet prospective employees early in the process.

News flash to you — you don’t know what you’re talking about. Requiring a job offer to be made before knowing is NOT CONSERVATIVE. And recidivism happens irrespective of employment status, not least because most ex-cons never had legal employment in the first place.
Mine too... I was going for the Sons of Anarchy, Teller-Morrow angle.
The point of this law is to deny to employers the option of finding out, and I’ll go out on a limb and say that this is all about how those poor ex-cons of color are being denied gainful employment by a bunch of rich racist business owners.
Hey, it worked for the DOJ and POTUS. /s Same method too — deny everyone access to the information needed for proper vetting.

That’s the thing - some times that debt paid was just a pittance.
So should a Level 3 sex offender, who ‘paid his dept’ be allowed to work anywhere?
Keep in mind:
* ‘Anywhere’ includes schools and day cares
* Level 3 is defined as “high risk of repeat offense and a threat to public safety exists”
Sorry, no business should be forced to hire someone who may put their staff, their ‘customers’ (or students) or assets at risk.
I would surmise that you are 100% correct. I dislike the very notion of restricting any employer from checking a persons background, but I have often wondered about how punishment continues after the time served.
I would guess that even without a criminal background, many 'people of color' are not being hired simply because they do not respect the employer and are unable to bring anything of value in the way of skills and reliability to the employment table.
I have two felon machinists in my shop. Stupid things from years ago. But they told me up front without having to ask.
It all comes down to the individual.

I had a situation where I really struggled with this very issue. I believe in second chances, believe once you've payed your debt that should settle it. Unfortunately, given the nature of the particular offense and the job for which the individual applied, the liability to our organization was just too great. I wished I could have given him a fresh start, but in all good conscience, I couldn't.
Gotta make sure the Black Guerilla Family has a shot at job offers when they get out of jail.
