That’s right! If you or your company decides to do business despite the outbreak fine! That’s your call if you decide that the money to be made is worth the risk fine that’s business. But the ramifications and extra cost need to be covered by you and/or your business. Not the American Tax payer.
Expecting the Government to pick up all the cost of your business decision is not an option there’s way to much of that already! No corp welfare.
If you go to a troubled country and drill a well and rebels blow it up should the the Government pick-up your loss? He!! NO!

Yes and no. By the time the pandemic hits, it is often too late. But, if it is used for prevention of such, then it works.
Spanish Flu for an example. That was one that had got out and couldnt be contained.

"Quarantines Work Against Pandemics" So you quarantine against every possible epidemiological threat just in case one turns out to be pandemic-worthy? World economy grinds to a halt. Shipping stops. Contracts broken. WW3 breaks out due to non-delivery of goods. Then the hyper-preppers finally have something to do.

I few flights ago there was a guy behind be who was sick. I thought he was airsick but after we landed I heard him tell someone on his cell that he had been sick for a few days.
He was puking and hacking. I ended up with puke on my leg.
I really wanted to kill him.
