Funny, when I think of a hum, I think of electrical things, like transformers, fluorescent lights, radio noise, and things like that. Electrical things. You know, like the huge Ontario Hydro electrical plant just across the river from the U. S. Steel plant. You know, like the one in Windsor, Ontario?

the result of "inconclusive" work by Western University professor Peter Brown and acoustic underwater tests led by University of Windsor professor Colin Novak was worth the cost because it armed the Canadian government with measurable proof. If it is inconclusive then that means that no conclusion could be drawn.
How can that be "measurable proof"?
But it's very nature inconclusive work can not be used as proof.
