4/19/2013 - The BSA’s National Executive Committee (~23 voting members) unanimously approved and released its membership standards resolution, which proposed removing the restriction denying membership to youth on the basis of sexual orientation alone and maintaining the current membership policy for all adult leaders of the BSA. Under the new proposal, there is a national standard and no “local option.” The resolution is presented below.

The clear conclusion from this research is that there appear to be no effects on children’s adjustment, mental health or sexual orientation.”
 61% of scouters favored the current policy, 34 % oppose it.
 61% of Boy Scout parents supported the current policy, while 50% of Cub Scout parents backed it (45% of Cub Scout parents opposed it).
 51% of major donors support the current policy while 33% oppose it. But a majority of Fortune 500 companies want to see the policy changed.
 A majority of teens ages 16-18 in the Boy Scouts program oppose the current policy. A percentage was not given.
 BSA National also said that parents, teens and the Scouting community "do not favor" the “local option” as proposed in FEB.
 The summary of findings said a policy change would cost the Scouts a minimum of 100,000 to 350,000 (13.5%) members. “It is believed any gain in membership because of a change to the membership policy related to youth and adults would be in the range of 10,000 to 20,000 (<1%) youth.”
 Though not named specifically, the Mormon Church, BSA’s largest chartered organization denomination, did not respond.
 BSA National contacted 30 national youth-serving, government, foundation, and community organizations (many of which are strategic partners of the BSA), and asked to what extent they support or oppose the current BSA policy:
• Twenty-eight want change and oppose the current BSA policy, one is neutral and somewhat opposes the policy, and one wants no change and supports the current policy.
• The main concern of the 28 organizations that want the BSA to change is that if the policy remains the same, national organizations cannot support the BSA, making it very difficult for those organizations to work/collaborate with the BSA because of the exclusion of youth and lack of diversity in the BSA.

40 The most disturbing aspect over the battle for gay scoutmasters was the silence of the Girl Scouts. If I had daughters they certainly wouldn’t be in the Girl Scouts; they apparently settled that debate decades ago in the deviants’ favor.

OCT 1991 – GS-USA national stated in a letter:

“As a private organization, Girl Scouts of the U.S.A. respects the values and beliefs of each of its members and does not intrude into personal matters. Therefore, there are no membership policies on sexual preference. However, Girl Scouts of the U.S.A. has firm standards relating to the appropriate conduct of adult volunteers and staff. The Girl Scout organization does not condone or permit sexual displays of any sort by its members during Girl Scout activities, nor does it permit the advocacy or promotion of a personal lifestyle or sexual preference. These are private matters for girls and their families to address.”

2/09/1993 – In Lansing, MI, the GS-USA fired heterosexual employee Brenda Mailand after she refused to sign the following pledge: “As an employee of the Michigan Capitol Girl Scout Council, you may not proactively inform members, parents of members, prospective members or parents of prospective members, or members of the general public (including media) of the Council’s and GSUSA’s position on sexual orientation.”

10/23/1993 – Delegates at the GS-USA national convention in Minneapolis, MN, voted 1,560 to 375 to allow girls to change their pledge of service to the spiritual power of their conscience - or none at all.

1995 - The American Heritage Girls (AHG), a faith-based Christian Scouting organization, was founded in West Chester, OH. Patti Garibay and other parents who started the movement stated they wanted a, “wholesome program for their daughters”, as an alternative to the GS-USA which voted to make optional any reference to God in their oath 2 years earlier.

1997 - Nancy Manahan’s book, On My Honor: Lesbians Reflect on Their Scouting Experiences, was published. On My Honor included an essay titled “All I Really Need to Know About Being a Lesbian I Learned at Girl Scout Camp.” In a 10/23/2000, “National Review Online” editorial (http://old.nationalreview.com/23oct00/lopez102300.shtml) entitled “The Cookie Crumbles,” author Kathryn Jean Lopez wrote that the book was “filled with coming-of-age stories sparked by gay encounters in the Girl Scouts.” Lopez further reported that “staffers contributing stories to the book claim that roughly 1 in 3 of the Girls Scouts’ paid professional staff is lesbian.”

2009 – GS-USA radically overhauled its program. Their older youth manuals were re-written to include environmental and feminist doctrines and proclaimed some historical female role models who were communists and/or lesbians. OCT 2011 - a Colorado GS-USA troop admitted a 7-year-old transgender girl, Bobby Montoya, after initially rejecting the child. The statewide organization released a statement saying, “If a child identifies as a girl and the child’s family presents her as a girl, Girl Scouts of Colorado welcomes her as a Girl Scout. In this case, an associate delivering our program was not aware of our approach. She contacted her supervisor, who immediately began working with the family to get the child involved and supported in Girl Scouts. We are accelerating our support systems and training so that we’re better able to serve all girls, families and volunteers.”

11/13/2011 - Houston Mayor, Annise Parker (D-TX), 2010 – current, and an open lesbian. Her city hosted the GS-USA’s annual business meeting in 2011. 2/20/2014 – Responding to the national GS-USA cookie boycott sponsored by several pro-life groups, GS-USA CEO Anna Marie Chavez released a video saying the venerable organization was not working with Planned Parenthood or pushing an abortion agenda, despite considerable evidence to the contrary.

“Recently, various individuals and organizations announced their intention to boycott GS cookies this year, based on mistaken beliefs about our movement. These same individuals also believe the Girl Scouts has become too political. … We do not now, nor have we ever, had a relationship with Planned Parenthood. Girl Scouts of the USA believes that reproductive issues are deeply private issues best left to families. I find it unsettling that anyone would use the Girl Scout brand to have very adult conversations. 3/03/2009 – POTUS #44 BHO, in his capacity as the Honorary (ceremonial) President of the BSA, received a BSA delegation of 7 scouts in a private meeting in the White House. The delegation spent the week in Washington D.C. touring while it delivered the annual Report to the Nation (2008) to members of Congress.

7/12/2010 – A delegation of scouts hand delivered BSA’s (2009) Report to the Nation to BSA’s Honorary (ceremonial) President, POTUS #44 BHO, in the White House oval office.

7/26 – 8/04/2010 – The 17th National Scout Jamboree (NSJ) was held at Ft. A.P. Hill, VA. POTUS #44 BHO did not attend the 2010 NSJ. He opted instead to speak at political events in NJ, then attend some fundraisers in NY, and then go to NYC to appear on the ABC daytime talk show, “The View”, on 7/28 which was the date of the main arena show celebration. His appearance on “The View” was the 1st time in history a sitting POTUS had visited a daytime talk show. POTUS #44 BHO did prepare a video message which was presented at the main arena show on 7/28. Cell phone videos were made of this event and posted on YouTube. Many youth scouts could be heard booing the presidential video expressing disappointment that the POTUS chose “The View” over the NSJ. Many volunteer scouters who were in attendance blogged that they tried to turn the display of teen-age frustration into a teachable moment about loyalty in a constitutional republic.

Gates was brought on board as BSA President to soothe the ruffled feathers of conservative Christians who did not want any openly homosexual members AND progressives who want full inclusion of openly homosexual adults.

Depending on how the wind blows, he may ...

2. see an opportunity to push forward with full inclusion.

If BSA still excludes openly homosexual adults by MAY 2016, his successor, AT&T CEO Randall Stephenson, will push it through during his 2-year watch.
