Agree. One of the earliest missions in the Left’s assault on America was to establish control, and increase the number of government employees through unionization controlled by them. The rest was history.
It’s the Leftist bureaucracies I’ve been railing about for seemingly ever that control the departments ie; FDA, DE, DOE, HHS, etc. that have been added to the executive division over the many years. Politicians come, and go, but bureaucrats are a constant, and have learned how to control the system.

The reason his numbers didn’t drop is because I think it is settled. Those who love the puke support him and those of us who despise the creep, are against him. So the numbers are set. Few of those who love him are going to turn on him now.

The reason is simple.
For most people, they have no connection to a VA hospital. Even many vets, who have been avoiding the VA for decades (and I count many family members who could have gone, but chose not to).

I know a large majority of vets are against the Bergdahl swap. And naturally they’re upset over the VA scandal. I’d like to see how many vets still approve of Obama. Probably 90% of the ones who voted for him.
My uncle is 79 years old. The only word he knows to describe black people starts with an “n”. He was dating a woman he met in Kentucky and she asked him if he liked living in Memphis. He replied “No, there are too many ni...rs.” He couldn’t figure out why she stopped seeing him. Since then he has voted for Obama twice and will tell you to this day that he hates all republicans.
One other thing. He hates sitting and waiting at the VA. Many times he gets up and leaves without seeing a doctor. But he’s all for single payer.
His reception at WestPoint was the worst I’ve ever seen. This guy is far less popular with his own military than Viktor Yanukovych was. If we had a true constitutional system still, he’d be gone.
