I found the basis for another theory. The GOTV volunteers for a campaign are supposed to get the name and address of every person with whom they speak while they (the volunteers) are out canvassing door-to-door.
The campaign staffer responsible for GOTV activities then enters those names/addresses in the Campaign’s database(s) of supporters.
What we need to know is whether or not The Reverend collected those names because if he did’t collect the names, that might explain why the campaign refused to pay him for his canvassing activities.

If he has a brick and mortar Church, he has the names and addresses of his congregation. He could supply those.
