HARRISBURG, Pa. (AP) — The mother of an 8-year-old Pennsylvania boy whose decomposing body was found on the third floor of their home said Saturday she didn't know he had died until noticing the smell.
Kimberly Tutko said her husband was the primary caretaker of their mentally disabled son, and he waited several days to tell her the boy had died, Pennlive.com (http://bit.ly/1rXiJbV ) reported. Police were called to the home Friday and found the boy's body.

I have (yet another) dumb question: How could one family have that many severely disabled children?

Wow! Inbreeding, drug and/or alcohol fetal poisoning, beatings about the head. Any number of things.
Possibly the kids are adopted. Adopting the severely disabled can be a scam, because the “parents” get a lot of money out of it but appear to have to meet virtually no standards (particularly if either the child or the adoptive parents are minorities...I don’t know if that was the case here, though).
This is because state agencies are so desperate for people to take care of children like this that they really don’t ask too many questions.
Bring back the institutions. I saw some great ones during a period in which I worked with the severely disabled.

That is simply beyond belief.
Defective physical or mental disorders are often already well known events in the family lineage. A sneaky fiance may keep that information secret until after a child has been conceived. That is not full disclosure. Some potential parents know their genetic histories but decide to take a gamble anyway, wanting the ultimate symbol of unity (a child!) to solidify their relationship.
Some will refuse to exercise any control or influence whatsoever on the event of conceiving and birthing a child, they will say Que Sera, Sera, Whatever Will Be, Will Be.” Some would call this group fatalists, others would call them irresponsible, especially if they have to seek public funding i,e, medicare or SSI to properly care for this child.

Yes, `special needs’ adoptions, possibly. They get payments from the state for adopting kids with severe physical/mental problems.
This might be negligent manslaughter.
I once worked with a family who’s kids had all sorts of disabilities and mental disorders. One died shortly after arriving at the clinic. After some digging around, I found out the parents were brother and sister.
The better question is: How could a parent not check on a kid for several days when that child lives with one?
Speaking of which, how’s that girl doing who was brain-dead but still moving around, according to her mom?
