Yeah. In Liberia. At their own expense. And that includes aidworkers and any other US citizens in that sewer.

Has any country, in history, ever knowingly brought a previously isolated known pandemic into its country?

Quarantine should be at the ORIGINATING end of the journey. Once the individual meets and greets other passengers, they are conceivably ALL infected.
