One possible answer is that he really is as stupid as the liberals say he is... though not for the reasons they choose to talk about.
Now looking back, in my humble opinion, GWB WAS the bumbling, lying, drunk, of an idiot that everyone in the press said he was. He is the first ex-president that I can remember that has simply dropped off the face of the earth after he left office. You never see him, never hear from him, nothing. He has left the building, never to be heard from again. Strange.
Bush was either an idiot or an enemy. Only one or the other could have taken their shoes off in a filthy, Muslim Brotherhood mosque 4 days after 9/11, while the smoke still rose from the WTC, to declare the cult of the perpetrators a "religion of peace". Even the Marxist Progressive FDR didn't debase himself and all Americans in a Shinto shrine after Pearl Harbor. I despise GWB for doing that, and so much more. I was two blocks away in an elevator in Lehman Bros when the first plane hit, and the horror and gore I witnessed that day still scars my mind. And in 2009 he told an SMU audience that anyone who opposed amnesty is a "xenophobe". Tell me how Bush is NOT our enemy.
