Sounds like an ATC screw-up. It probably has something to do with the relative status of snowplow drivers and the ATC.
Maria Bartiroma just said something about the plane being ‘shot down’..

An ‘air crash’ that involved a snowplow/driver obviously was the fault of the planes pilot for flying that low. Drunk or not, the snowplow driver shares no blame here.
Russians and Mexicans sure get a bad rap for drunkenness. Pity.

Then he dies in a collision with a snowplow.
A lot of very rich, very powerful people had excellent reasons to want him dead. At the very least we should look carefully at this apparent accident.
