It’s obvious the cop hasn’t missed any meals. That makes his actions even more admirable. He doesn’t know what it’s like to be hungry.
‘Never judge a book by it’s cover’, maybe he has been hungry and now overcompensates with food. So my guess is he is paying it forward due to experience...or not. Most people who are generous have done without at some point.
