“scholarships” are given to kids for their academics. Athletic scholarships are given to athletes who can generate the revenues to pay for the other kids scholarships.

It is sad that a multi millionaire’s son, who is a so-so player gets the scholarship that could have gone to a better player.

Nope, athletic revenues rarely if ever support any academic scholarships. It is generally used to support other athletic departments. In many schools, academic students see (or don’t see) anywhere from $20-40 of their tuition go to support athletic programs.
