Wasn’t the Boston bomber caught because a guy stepped out for a smoke? Nope. During the lockdown, the boat owner looked outside and noticed something amiss with his boat. He attributed it to the wind, but still wanted to fix it. So, when they lifted the lockdown, he went outside to take care of it. That's when he noticed further anomalies, peeked into the boat, saw the bloody Joker curled up in a fetal position, and called 911.
