In a surprising break from decades of compliance with a 19th century treaty, the Army has said it will likely allow its troops to use hollow-point and frangible ammunition in its handguns, arguing the rounds are commonly used by law enforcement and for self defense and pose less of a risk to bystanders than fully jacketed rounds. The previous ban on the use of hollowpoint ammunition for military rifles and handguns stems from the first Hague Convention of 1899, where ammunition that expand or flatten easily was banned for use in war. Though the United States never ratified that part of the treaty, the U.S. military has generally complied with the restriction for its conventional forces. But as the Army is leading the way to a replacement for the 1980s-era Beretta M9 standard-issue handgun, service officials say theyre open to using hollowpoint ammunition as standard issue for the new XM-17 pistol. Theres a myth that [hollowpoints] are prohibited in international armed conflict, but that doesnt make any sense now, Richard Jackson, the Armys law of war expert, told Army Times newspaper. The new openness to issuing hollowpoint ammo to troops is a significant reinterpretation of the legal standard, he added.

I’ve taken the time to dab just a bit of bacon grease on all of my at-the-ready ammo.
The service already has several special-purpose 9mm rounds in the inventory, including 147 grain jacketed hollow-points. It’s authorized for special mission units such as the 75th Ranger Regiment as well as military-police units.
Why would he want to? The hollowpoints are intended for use on US citizens.
LOL! Now an enterprising young fellow would create a case lube product for the ammo DIY aficionado that contained whatever percent bacon fat needed to invalidate a martyr’s trip to paradise. I’d probably put on it “Contains 10% Hogallah Juice!”

This change will make for greater order fullfillment flexibility of DHS’s 1.3 Billion round ammo order.
Hollow point / non HP assortment ammo boxes for our alphabet agency overlords ;n)
How about Military Bases in New Jersey?
HP is banned in NJ.
Federal law trumps state law in such cases.................

Local laws do not apply to federal areas or personnel. If federal laws say military and federal law enforcement can carry hollowpoints, then they can.
