Marriage licenses obtained by three couples in Rowan County were altered so they did not include the name of county Clerk Kim Davis, who had been jailed for refusing to issue licenses because of her opposition to same-sex marriage.
Copies of licenses issued to three of the couples who sued Davis, which were included in the court record, show that where Davis' name ordinarily would be, the words "Rowan County" were used instead. So instead of the forms saying they were issued on a certain date "in the office of Kim Davis, Rowan County County Clerk," which would be standard, the examples included in the court file say the licenses were issued "in the office of Rowan County, Rowan County County Clerk."
The three licenses had the name and initials of deputy clerk Brian Mason on a line designated for "recorder's name."

If the licenses do not require the consent or the name of the County Clerk, why was she put in jail?

Maybe I missed it, but its seems odd that no Kentucky legislator, County or Supreme Court judge in KY, or any State official there has spoken out against the intrusion by a Federal judge in the workings of a State function—marriage licenses.
Judge Bunning crapped all over Kentucky law, and the entire State apparatus, save for one lone County clerk other than Davis, said nothing about the matter.
Because there is no such thing as homosexual “marriage,” any license issued by any county in any state, with or without any name or signature, is invalid.

The other 6 are deputy clerks working for her. She is the only county clerk and it is an elected office.

Add the governor to that list. In fact, the governor, Steve Beshear, went out of his way to persuade the few reluctant county clerks to issue the same-sex marriage licenses. State sovereignty no longer exists, if it ever did. Sad.
