You are correct. Although there had been visas for temporary labor prior to 1990, 1990 is the beginning of the infamous H-1B visas

In my experience every support task that can be done remotely is sent offshore. What remains behind are the customer interface positions, account management and people who need to be physically present to do their jobs.
These are the ones where H-1B visas come into play. The outsourcer wants people in these positions who are loyal, who understand their culture and can communicate effectively back to India or wherever the bulk of the work went.
Although the displaced Disney workers may be technically qualified, they don't have the other skills and aren't very useful to the contractor. It really isn't so much about the salaries of the H-1B workers, but the fact they enable the big savings which are in the offshore labor.
Not really what the H-1B program was intended for but certainly how it's being used now.

Trump again hit it on the money today. He said as soon as he heard Ryan was the VP pick, he knew Romney was doomed. Ryan was the guy who was for cutting back SS and Medicaire at least in the commercials.
Ryan let me down big time, esp when he came out and said it was un-American to prevent Muslims from entering the country. Screw him and the terrorists he wants to come in here.
I agree. Ryan is wrong and at best out-of-touch with reality. It is un-American to admit Muslims, who pose a threat to us.
I'd seen those articles and a few more but they don't really tell you much about the structure of the deal. The Computerworld article talked about "knowledge transfer" which makes sense.
Typically with the Indian firms you'll have a bunch of them on site for a few months documenting everything and figuring out what's going on.
Most of these really are temporary workers in the US because once they understand the work they go back to India to train the remote workers.
For instance, the NYT article talks about computer monitoring which I guarantee you they were planning to move to India.
Another article I read said most of the knowledge transfer sessions were done via teleconference, which also makes sense with offshoring.
The fact is that for these types of jobs the Indian firms can only make money if they transfer the bulk of the work offshore over time. The savings they may or may not get from the H-1Bs in the US aren't enough.
