An “alarm gun” fires only blanks. Much like a “starter” pistol for starting races.
Germans (most of them) can also get a permit for guns that shoot tear gas, but it takes a permit, I believe.
To obtain a permit to carry a concealed real gun, you have to be very, very special. I think it can be done, but they may be more difficult than getting one in New York City.
Sounds like Germany needs to resurrect SS-Werewolf.
