The Tennessee Legislature sent SB1736 (HB2033) to Governor Bill Haslam (R) on April 21, 2016. Governor Haslam signed it on 27 April, 2016. It goes into effect today, 1 July, 2016. Most places will start taking down their No Guns signs as of today. SB1736, now Pub. Ch. 947, does this without stepping on private property rights.
It does so by making property owners or property managers responsible for a legal gun carriers defense if they take positive action to disarm legal gun carriers and the gun carrier(s) suffer harm as a result.
Here is a summary of the bill. From tn.gov:
Present law authorizes persons in control of property to post a notice that prohibits firearms on the premises. This bill imposes a duty of care on any person who posts their property to prohibit firearms whereby such person will be responsible for the safety of any handgun carry permit holder while the permit holder is on the posted premises and traversing any area to and from the premises and the location where the permit holders firearm is stored. The duty of care created by this bill will extend to the conduct of other invitees, trespassers, employees of the person or entity, vicious animals, wild animals, and defensible man-made and natural hazards.

It will still take down most of the no-guns signs. The reason so many shopping malls and other public establishments have a no-guns restriction isn't because they don't like guns themselves per se, but because the insurance companies all require a no-gun policy as condition of getting liability insurance.
The new law is basically a civil suit safe-harbor exemption that says that the business owners cannot be sued for the use of a legal firearm for self defense or other justifiable purpose on their premises.
Insurers no longer have a need to force blanket no-gun requirements in their insurance policies.

By only protecting people who do *not* post, it provides an incentive for people *not* to post. That is what Wisconsin did previously.

I think businesses that ban firearms should be considered negligent at the least, if they do not have armed security.

The NC legislature has been good.
I saw in the paper today that it’s working on a bill to force the attorney general to defend state laws in court, in response to Dem AG Roy Cooper refusing to defend laws which liberals don’t like, such as HB2 and voter redistricting.
Also heard that the legislature is moving to outlaw the fake ID cards which some of the liberal municipalities provide to illegals. I thought the legislature had already done it, so I’ll have to check on that further.

While RINO halsam didn’t sign it, our legislators made it law. Saw the head line in our local Tipton Co News.
Add in Memphis.
I now live in Atoka, Tipton Co because of the high crime and taxes in Memphis/Shelby Co.
None of the political signs up for local office have party affiliation on them. So I’m at a loss of who is a conservative vs a RINO or RAT. All I know is that I don’t want the soon to be open US Rep seat to go to a RINO establishment blue blood. Fincher is retiring. Luttrell and Kustoff are establishment blue bloods, Kustoff ran the state party Luttrell is the former Shelby CO Mayor/Sheriff. I favor Tom Leatherwood, http://www.votetomleatherwood.org/about_tom he kept his word as State Sen to 2 terms and out. Conservative.
Well, we know “Gun Free Zones” are a sad, sorry joke. Criminals don’t abide by such laws, and under such laws, citizens are nothing but the turkey in the turkey shoot or fish in a barrel.
Most true Field. None of any of these laws do a thing to protect the defenseless. My 16 year old Jeremy’s killer used a 2 ft section of fence post. Ashley “Nikki” Read was just 8, beaten, raped, strangled with her own shoelaces until nearly dead, body wrapped in a tied up blanket, and thrown off a dock into a river where she eventually drowned, her killer still sits on TN Death Row 20+ yrs and the COWARD RINO GUV won’t sign the death warrant despite all state and fed appeals being finished.
Who protect the innocents like them? Sure not the INJUSTICE system.
