Tom Foley was one, I’m pretty sure there are others.

Foley lost the general election not the primary.

No, Foley lost the 1994 general election, or am I wrong?

“Tom Foley was one, I’m pretty sure there are others.”

Democrat Representative Tom Foley lost the general election to his Republican opponent George Nethercutt in 1994.

I don't think a Speaker of the House has ever lost a primary election.
