I would assume so. I doubt many people are going there. Also they may get shot at if they fly over their airspace. So, just an educated guess, yes that is normal.
I say nobody wants to go there anyways, but it’s already been said. I’m sayin’ it again, anyhoo—Nobody wants to go there!
But would you want to fly a plane over NK?
Right now there is one plane flying from Vladivostok to Pyongyang. That must be the exception to the rule.

The shortest path for those flights between China and South Korea would have been over NK.

Does N. Korea allow overflights of their airspace for commercial flights NOT landing in the PRK?
Knowing nothing about it in particular, isn’t there a reasonable chance you get a SAM or two launched at you if you fly over their airspace? You know, a stratoaggression.
Put it this way, a visit to the DPRK is quite low on my bucket list.

I wouldn’t fly over that place if I have a choice.
