Whenever you have this kind of near-unanimity in a House and Senate vote, you can be sure it's probably the dumbest and/or most useless legislation of the year.

The only ones who make out in a case like this are the lawyers who pursue the cases. I can almost guarantee you that there won't be a single penny paid by a foreign government to an American victim of terrorism as a result of one of these cases.

This will accomplish one thing....they will have to dump every penny they’ve got invested in the US, or face some court trying to seize or freeze the money. Even right now, they have to start doing something to ensure some judge doesn’t go and issue an order within the next weeks to freeze their money.
