I think that’s a good guess.
However, that would mean that the rest of the world would be screaming at the USA and S.Korea for doing such a thing.

Kim Il Sung III does a good job of keeping the USA and SK worried and off balance. We want to spend tens of billions in a missile defence against NK.
But the chinese oppose that as well, as it would contribute to “proliferation”. In order to spend our billions building a dedicated missile defence against NK, we will have to give the chinks something in return.
If the chinese were serious about this they would do it, not leak it to the DM.

But, they should know that Kim Jong-Un is so far gone that he doesn't understand the nuances of signals in the press.
There's only one way he will ever leave North Korea, and he won't be breathing.
