Fire everyone at the IRS, EPA and other worthless government agencies, then interview and hire those necessary to protect American citizens.
Most of the EPA and IRS work need to be pushed down to the states.

No. Rules and law are important. As important as the repeal and revocation of those which are burdensome, unwarranted, disguised bills of attainder, without due process, or unconstitutional.

Obama has promised to regulate by executive authority, but the sheer number of pages of regulations being rushed through is astonishing. And Trump has promised to regulate by CONSTITUTIONAL authority.
