The State Department is reviewing a last-minute decision by former Secretary of State John Kerry to send $221 million dollars to the Palestinians late last week over the objections of congressional Republicans.
The department said Tuesday it would look at the payment, one of the Obama administration's final acts in office, and might make adjustments to ensure it comports with the Trump administration's priorities.
Kerry formally notified Congress that State would release the money Friday morning, just hours before President Donald Trump's inauguration.
"I was tracking President Obama's 11th-hour moves on the Palestinians, and this issue never came up once ... Most analysts and observers didn't think Obama would or could do this," Dr. Jonathan Schanzer of the Foundation for Defense of Democracies told Business Insider.
Congress had initially approved the Palestinian funding in budget years 2015 and 2016, with the US Agency for International Development sending the Palestinians $355 million in 2015.
But at least two GOP lawmakers Ed Royce of California, the chairman of the House Foreign Affairs Committee, and Kay Granger of Texas, who sits on the House Appropriations Committee had placed holds on the funds as the Palestinian Authority had pursued "a unilateral tract towards statehood and they were not trying to work with Israel," said Schanzer.
Congressional holds are generally respected by the executive branch but are not legally binding after funds have been allocated. "Most analysts and observers didn’t think Obama would or could do this," said Schanzer.
"The easiest way to sum it up is that Congress had been looking at various behaviors from Palestine — unilateral attempts at statehood, corruption, incitement of violence, and paying salaries to people in jail for terrorism — and that's why the hold has been there," said Schanzer.

This is a main issue and none of these news reports seem to answer it clearly.
Why do “we” give 320 million dollars a year to our narco-terrorist neighbor to the south every year?
Why were “we” giving 500 million grants of US dollars to the UN to “fight global warming in 3rd world countries”?
Two words: Barack Obama. I’ll betcha if that money was audited we would find most if it wound up in the pockets of Mexican and UN pols with a nice kickback to .......

If it wasn't for our state department and our taxpayer money there there would be no Palestinians in Judea and Samaria or what is called the west bank.
They have for over 50 years existed almost completely on our tax money.
They are not, or never have been a state, country, county, city or community and have no viable income or means of acquiring except bumming.
They have no exports except terror and death and no imports except illegal weapons and Islamic terrorists.
They have no legal territory or existance they are just squatting there in the desert getting their monthly checks from us openly every year and back door through the UN.
The world community pressures Israel to supply all of their electricity, and water.
I have watched these animals slaughter people (Jews and their children and there own children in the name of hate and wondered why in Heaven's name we don't just cut off the money and tell Israel to just cut off the electric power and water and watch them leave.
Our Country's stupid policy and money has brought them there, and keeps them there.
It not that hard to stop it just takes guts and the strength to say no more.
Please somebody just open your eyes and you will see there is nothing really there just a place in the desert waiting on their next handout teaching their children to hate their neighbors and keep the killing going on like it has since I started watching the news as a young man.
Nothing has changed.
We send the money every month and they keep killing kids just like half a century ago.
Please just stop sending the the money how hard can that be?.

•What were its borders?
•What was its capital?
•Who was the President?
•What was its form of government?
•What were its major cities?
•What constituted the basis of its economy?
•Who was the Palestinian leader before Yasser Arafat?
•Was Palestine ever recognized by a country whose existence, at that time or now, leaves no room for interpretation?
•What was the language of the country of Palestine?
•What was the prevalent religion of the country of Palestine?
•What was the name of its currency and what was the approximate exchange rate of the Palestinian monetary unit against the US dollar, German mark, GB pound, or Japanese yen on any particular date?
•And, finally, since there is no such country today, what caused its demise and when did it occur?
